I believe you’re thinking of a hotdog bun. Different thing.
They’re a natural pairing and often found together, like when we say “would you like an ice-cream?” The ice cream cone is implied.
Where I live, they would ask “cone or cup?” for the ice cream.

Here hot dog refers to the combination of the sausage with the bun. E.g. you can use the bun for making a sandwich instead and the sausage (usually a Wiener Würstchen or Frankfurter Würstchen) in a soup or together with potatoes, or in other meals.
